Richard "Ricardo" Serrano - He will be greatly missed

April 30, 2026

Dear NACPA Members and Friends,

It is with a heavy heart that I share the news of the passing of our dear friend, colleague, and former board member, Richard (Ricardo) Serrano.

Richard was the quintessential embodiment of the NACPA spirit. A recipient of the 2024 NACPA Vision Award, he served on our Board of Directors for six years, where he was a constant catalyst for innovation. He consistently urged our leadership to pursue creative ventures, ensuring NACPA evolved alongside the needs of our members. Over his years as a treasured member of NACPA, Richard also gave willingly of his time and his expertise, on multiple occasions, as a presenter at NACPA convocations, for NACPA Webinars and the OnDemand sessions.

During his 15-year tenure as Director of Human Resources for the Diocese of Tucson, Richard set a gold standard for diocesan operations by:

  • Modernizing Systems: Implementing digital HRIS and payroll platforms.
  • Establishing Standards: Developing uniform job descriptions and personnel policies that remain foundational today.

Even in retirement, Richard’s dedication remained steadfast. He served as a vital consultant, reviewing and updating policy handbooks. He was instrumental in developing the NACPA online job description library, and in  pioneering the HR Primer Certificate for Those in the Church Workplace.

These projects stand as a lasting testament to his commitment to supporting those with HR responsibilities.

On a personal note, Richard was an invaluable partner and a visionary leader. His wisdom and kindness will be deeply missed by all of us.

Please keep Richard and his family in your thoughts and prayers. NACPA is a stronger, better organization because of his service.
