DIOCESAN ORGANIZATIONAL AUDIT
This audit assists dioceses in the review of the organizational
structure and the effectiveness of the diocesan central offices
in carrying out the diocesan mission. The Audit evaluates
the organizational structure of the diocesan central offices
including the placement of various offices and agencies within
the organizational structure, their effectiveness and efficiency
of operation, and the level of communication and cooperation
among offices. It assesses reporting relationships, office
policies and procedures, program delivery, and other issues
identified by the diocese during the consultation. It evaluates
diocesan staffing levels, training and professional development
needs, and key personnel practices (placement, training, performance
appraisal, compensation, and due process) to ensure high levels
of staff morale and competency.
PASTORAL SERVICES AUDIT
NACPA will assist the Diocese in reviewing the services they
provide to parishes for their pastoral needs. The Audit surveys
and meets with pastors, council members and pastoral ministers
to ascertain the pastoral needs of parishes and identify which
diocesan services to parishes, if any, should be modified,
expanded, limited and/or better coordinated. The Audit also
reviews the functioning of the diocesan offices to respond
effectively to pastoral needs of the parishes; including organizational
structure, staffing, roles, responsibilities, and operating
procedures.
PARISH ADMINISTRATIVE AUDIT
The NACPA consultant will assist parishes in assessing their
organizational structure, administrative practices and human
and financial resource utilization in light of their mission
and goals. The Audit evaluates the current organizational
structure, operating procedures and personnel policies of
the parish; its responsibility and accountability relationships;
job descriptions, staffing levels, staff qualifications, the
compensation program and other human resource practices; and
key programs of the parish such as worship, pastoral services,
faith formation, school and child care, development and the
volunteer program, paying particular attention to inter-department
programs, services and staffing.
MOTHERHOUSE ORGANIZATIONAL AUDIT
This is a review and evaluation of the religious congregation
motherhouse struc-ture. Its purpose is to enhance effectiveness,
collaboration, accountability, communication and use of human
resources. The audit includes the assessment of lines and
forms of accountability, communication systems and relationships
and staffing needs. Its goals include addressing common problems
such as excessive involvement of congregation leaders in motherhouse
administration, overlapping structures and functions at the
motherhouse, dual accountability and complex communication
lines, unclear roles of administrators, and conflicting or
merged job responsibilities. The Audit typically includes
multiple organi-zations, functions and activities occurring
at the motherhouse location (plant and grounds operations,
local community life of sisters, congregational administration,
administration of institutions such as health care facility,
re-treat center, retirement residence and college/school).
SPECIALIZED ORGANIZATIONAL STUDY
The customized organizational audit is adapted to the needs
of various organizations including schools, seminaries, national
organizations, social service agencies, and cemeteries. It
assists the organization in the review of organizational structures
and processes as determined collaboratively before the study.
An evaluation of staffing levels, roles, responsibilities,
human resource systems and communication, and operating procedures
are examples of possible areas of focus.
