The Executive Director of Human Resources is a practicing Catholic, registered in a Catholic parish or regularly attending a Catholic parish or faith community, who embraces, upholds and promotes in every aspect of his/her work the authentic teaching of the Catholic Church.  Under the supervision of the Office of the General Secretary, the Executive Director has primary responsibility for leading and directing human resources operations, including talent recruitment and retention, compensation and benefits, employee and labor relations, performance management, staff development, and personnel policies and procedures.  The Executive Director contributes to the Bishops’ strategic plan for the Conference and demonstrates willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity.


Educational Level:  Master’s degree or Bachelor’s Degree with equivalent combination of required knowledge, skills and abilities.

Major Field/Specialty: Human Resources, business or related field

Other Specialized Training: (i.e. word processing, personal computer, knowledge of Catholic Church, etc.)

  • Knowledge and understanding of the Catholic Church, its teachings and hierarchy
  • Current knowledge of laws, rules and regulations related to all aspects of human resources management
  • Computer proficiency in Microsoft Office Suite; knowledge and application of human resources information systems
  • Strong verbal and written communication skills, including experience preparing comprehensive reports and representing ideas clearly and concisely verbally and in writing
  • Excellent organizational and interpersonal skills, including ability to resolve conflicts, provide counsel to staff and managers alike, and observe confidentiality
  • Experience leading and managing change initiatives
  • SPHR or CEBS a plus

Type and Nature of Professional Experience:

  • HR generalist experience at the diocesan level or in other non-profit organization
  • Experience negotiating conflict and maintaining constructive working relationships with staff at all levels of the organization
  • Project management, process orientation analytical skills and working knowledge of HR laws and regulations
  • Proven track record providing effective counsel on complex human resources issues
  • HR experience in a collective bargaining environment

Number of Years Required:10 years, including at least five at supervisory/management level
